An inter-office letter, recognizing Mr. Joseph Rutledge for his suggestion on improving the design & construction of ships and referring him for a citation for the proposal. The citation appears to be for a suggestion regarding the grinding of the #4 stead Bearing Foundation, though the memo also recognizes a suggestion by Mr. Rutledge to add stiffeners to an unspecified part of the ship which would save an estimated 16 man hours per ship.
