An inter-office letter, recognizing Mr. Joseph Rutledge for his suggestion on improving the design & construction of ships and referring him for a citation for the proposal. The citation appears to be for a suggestion regarding the grinding of the #4 stead Bearing Foundation, though the memo also recognizes a suggestion by Mr. Rutledge to add stiffeners to an unspecified part of the ship which would save an estimated 16 man hours per ship. The letter is signed by Mr. Carl Veight, Superintendent of the Shipyard, and approved by Mr. John Kuhn, the Production Manager.
